On March 19, Quebec issued a total of 2,522 invitations to apply for permanent selection through the province’s Skilled Worker Selection Program (PSTQ).

Invitations were extended through all four Program streams, with the majority (roughly 44%) going to individuals being considered under stream 3 (regulated professionals).

This marks the third round of selections conducted by Quebec’s Ministry of Immigration, Francization and Integration (MIFI) in 2026 thus far.

Since the closure of the Quebec Experience Program (PEQ), the PSTQ has emerged as the main route for skilled workers to settle in Quebec.

Selections for all streams were made from the Arrima pool on March 16, 2026, at 6:00 a.m.

Stream 1: Highly qualified and specialized skills

The MIFI issued 893 invitations through stream 1 of the PSTQ, dividing invitations between three selection categories.

Selection 1 saw 258 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of 718 points under the PSTQ selection grid, and:

• *Had a main occupation listed under Training, Education, Experience and Responsibilities (TEER) 0–2;
• *Had at least 12 months’ worth of experience in their main TEER 0–2 occupation over the past five years;
• *Demonstrated a French-language proficiency of level 7 or higher in both oral skills and level 5 or higher in both written skills (per Quebec’s Scale of French Proficiency Levels or its equivalent);
  • *Accompanying spouses (if applicable) must have demonstrated a French-language proficiency of level 4 or higher in both oral skills.
• *Not intend to practice a regulated profession appearing on the minister’s list;
• *Completed a one-year, full-time study program and received a qualifying credential (in Quebec); and
  • Credentials must correspond to a vocational diploma, attestation of vocational specialization, college diploma, technical college diploma, certificate (minor or major), bachelor’s degree, specialized graduate diploma, or master’s degree or doctorate.
• Hold a university, college, or vocational secondary school diploma from a Quebec-based institution.
  • Must be a through completion of a 900-hour program if at the college or secondary vocational level; if at university level, the program must consist of 30 credits.

Selection 2 saw 412 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of at least 588 points, met all above criteria marked with an asterisk (*), and had a main occupation (NOC) related to a priority sector.

Selection 3 saw 223 invitations issued to candidates residing in Quebec at the time of selection, met all the above criteria marked with an asterisk (*), and had a minimum score of at least 709 points.

Stream 2: Intermediate and manual skills

The MIFI issued 509 invitations through stream 2 of the PSTQ, dividing invitations between three selection categories.

Selection 1 saw 109 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of 679 points, and:

• *Had a primary occupation (NOC) in TEER 3–5;
• *Had at least 24 months’ worth of work experience in their primary occupation in the last five years (12 months in Quebec);
• *Demonstrated a French- language proficiency of level 5 or higher in both oral skills (per Quebec’s Scale of French Proficiency Levels or its equivalent)
  • *Accompanying spouses (if applicable) must have demonstrated a French-language proficiency of level 4 or higher in both oral skills.
• *Not intend to practice in a regulated profession on the minister’s list;
• *Have completed schooling equivalent to Quebec high school diploma, a two-year, full-time (general) post-secondary study program, or a one-year, full-time study program that provides a qualifying credential; and
  • *Credentials must correspond to a vocational diploma or attestation of vocational specialization (600-hour minimum, in Quebec), college diploma, technical college diploma, certificate (minor or major), bachelor’s degree, specialized graduate diploma, or master’s degree or doctorate.
• Hold a university, college, or vocational secondary school diploma from a Quebec-based institution.
  • Must be a through completion of a 900-hour program if at the college or secondary vocational level; if at university level, the program must consist of 30 credits.

Selection 2 saw 193 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of at least 505 points, met all above criteria marked with an asterisk (*), and had a main occupation (NOC) related to a priority sector.

Selection 3 saw 207 invitations issued to candidates who were residing in Quebec at the time of selection, met all the above criteria marked with an asterisk (*), and had a minimum score of at least 662 points.

Stream 3: Regulated professions

The MIFI issued 1,118 invitations through stream 3 of the PSTQ, dividing invitations between six selection categories.

Selection 1 saw 151 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of 672 points, and:

• *Did not intend to practice a regulated profession on the minister’s list (TEER 0–2);
• *Demonstrated a French-language proficiency of level 7 or higher in both oral skills and level 5 or higher in both written skills (per Quebec’s Scale of French Proficiency Levels or its equivalent); and
  • *Accompanying spouses (if applicable) must have demonstrated a French-language proficiency of level 4 or higher in both oral skills.
• *Hold a university, college, or vocational secondary school diploma from a Quebec-based institution.
  • *Must be a through completion of a 900-hour program if at the college or secondary vocational level; if at university level, the program must consist of 30 credits.

Selection 2 saw 855 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of 563 points, met all above criteria marked with an asterisk (*), and had a main occupation related to a priority sector.

Selection 3 saw 17 invitations issued to candidates who were residing in Quebec at the time of selection, and met the following criteria (including having a primary occupation related to a priority sector):

• Were licensed to practice their primary occupation or had full/partial recognition of their training/qualifications by the appropriate recognition authority;
• Demonstrated a French-language proficiency of level 7 or higher in both oral skills and level 5 or higher in both written skills (per Quebec’s Scale of French Proficiency Levels or its equivalent);
  • Accompanying spouses (if applicable) must have demonstrated a French-language proficiency of level 4 or higher in both oral skills.
• Intended to practice a regulated profession on the ministers list (TEER 0–2).
• Held a primary occupation in one of three health NOCs targeted.

Selection 4 saw 13 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of 397 points, and met the following criteria (including having a primary occupation related to a priority sector):

• Demonstrated a French-language proficiency of level 5 or higher in both oral skills (per Quebec’s Scale of French Proficiency Levels or its equivalent);
  • Accompanying spouses (if applicable) must have demonstrated a French-language proficiency of level 4 or higher.
• Did not intend to practice a regulated profession appearing on the minister’s list (TEER 3–5); and
• Held a primary occupation in one of the 10 construction NOCs targeted.

Selection 5 saw 72 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of 651 points, and met the following criteria:

• Demonstrated a French-language proficiency of level 7 or higher in both oral skills and level 5 or higher in both written skills (per Quebec’s Scale of French Proficiency Levels or its equivalent); and
  • Accompanying spouses (if applicable) must have demonstrated a French-language proficiency of level 4 or higher in both oral skills.
• Did not intend to practice a regulated profession appearing on the minister’s list (TEER 0–2).

Selection 6 saw 10 invitations issued to candidates who were residing in Quebec at the time of selection, had a minimum score of 740 points, and met the following criteria:

• Demonstrated a French-language proficiency of level 5 or higher in both oral skills (per Quebec’s Scale of French Proficiency Levels or its equivalent); and
  • Accompanying spouses (if applicable) must have demonstrated a French-language proficiency of level 4 or higher in both oral skills.
• Did not intend to practice a regulated profession appearing on the minister’s list (TEER 3–5).

Stream 4: Exceptional talent

The MIFI issued two invitations through stream 4 of the PSTQ. No minimum score was listed for selection under this stream.

To have been invited, candidates needed to meet the following criteria:

• Held a document confirming an achievement on the MIFI’s List of Exceptional Achievements;
• Have at least 36 months’ worth of experience in their primary occupation within the past five years; and
• Possess a level of education equivalent to a doctorate in Quebec (including undergraduate doctorates).
