6 New Ontario Immigrant Nominee Program-OINP draws sent out a total of 1,680 invitations for permanent residency under its Foreign Worker, International Student, and In-Demand Skills streams.

The latest OINP draws, held on October 9, 2025, targeted priority occupations in healthcare, early childhood education, and regional development, representing a significant effort by Ontario to strengthen its workforce through strategic immigration.

Let’s dive deep into the full details of all these rounds of invitations!

Table of Contents

Ontario continues to refine its approach to immigration, aligning with its economic development and labour market needs.

These rounds consisted of two separate targeted invitation sets—one for healthcare and early childhood educators, and another under the Regional Economic Development through Immigration (REDI) initiative under 3 major streams, totalling 6 new invitation rounds.

Employer Job Offer: Foreign Worker Stream

This stream remains a popular pathway for foreign workers already in Canada with job offers from eligible Ontario employers.

Employer Job Offer: International Student Stream

This stream continues to help international graduates transition from study to permanent employment, particularly in fields experiencing acute labour shortages.

Employer Job Offer: In-Demand Skills Stream

The In-Demand Skills stream supports workers in semi-skilled and support roles, vital for Ontario’s healthcare, agricultural, and industrial sectors.

This brings the total invitations under the Employer Job Offer category in 2025 to well over 10,000, a clear indicator of Ontario’s commitment to retaining skilled professionals already living and working in the province.

  • Employer Job Offer: Foreign Worker stream: 4,128
  • Employer Job Offer: International Student stream: 5,540
  • Employer Job Offer: In-Demand Skills stream: 811

Candidates were selected under the Foreign Worker, International Student, and In-Demand Skills streams if they held job offers in key healthcare and childcare occupations such as:

The REDI pilot—short for Regional Economic Development through Immigration—aims to attract and retain skilled professionals in smaller Ontario communities facing chronic labour shortages.

The October 9, 2025 REDI draw invited candidates under all three Employer Job Offer streams in communities like Lambton, Lanark, and Leeds and Grenville.

Candidates invited under the October 9, 2025 draws must act quickly.

  • Step 1: Review the Employer Job Offer stream page for your category (Foreign Worker, International Student, or In-Demand Skills) to ensure you meet the eligibility criteria.
  • Step 2: Review the document checklist to confirm you have all required documents ready.
  • Step 3: Your employer must submit an application for employment position approval within 14 calendar days of the invitation.
  • Step 4: Log in to the OINP e-Filing Portal and complete your application within 17 calendar days from the date of the invitation.

Your new application file number (prefix JOXX) will appear in your OINP profile, while your Expression of Interest file will be greyed out—this is normal and not an error.

Since July 2, 2025, all Employer Job Offer applications must be submitted through the Employer Portal.

This step ensures faster, more transparent processing and helps OINP track job offers and regional demand effectively.

Employers are required to create an account, submit job details, and receive approval before a candidate can apply.

Without a registered job offer, candidates are not eligible for an invitation—a change introduced to increase accountability and prevent fraudulent job offers.

The healthcare and early childhood education continue to dominate OINP’s targeted draws due to the ongoing demand for nurses, educators, and healthcare assistants—particularly in Ontario’s smaller communities.

The REDI initiative, launched in mid-2024, has now become an essential tool for reviving smaller towns and rural regions, ensuring immigration benefits are distributed beyond Toronto and the GTA.

This round also emphasizes Ontario’s alignment with the federal government’s regional development goals, ensuring sustainable population growth and economic stability across the province.

As 2025 enters its final quarter, the OINP is expected to continue conducting targeted draws focused on:

  • Healthcare and education occupations
  • Tech and manufacturing sectors
  • REDI communities under the regional pilot

With upcoming updates to the 2026–2028 Immigration Levels Plan, Ontario may receive higher PNP allocations from Immigration, Refugees and Citizenship Canada (IRCC), allowing it more flexibility to nominate foreign workers and students.

What is the OINP Employer Job Offer stream?
